Certificate scheme will add accountability to green hydrogen

The emerging Hydrogen industry will launch a new set of standards to ensure its production is more transparent and environmentally accountable.

Australia’s Guarantee of Origin (GO) scheme for hydrogen will offer two types of certificates; the Product Guarantee of Origin (PGO) and the Renewable Electricity Guarantee of Origin

The Product Guarantee of Origin (PGO) certificates  will record the emissions intensity and key attributes of clean products such as green hydrogen.

The Renewable Electricity Guarantee of Origin (REGO) certificates  will  verify when, where and how renewable electricity was generated.

The Clean Energy Regulator  will oversee the scheme with registrations now open to industry.

The Australian Hydrogen Council (AHC) that led the industry response to the consultation process that informed and developed the voluntary GO framework over a five-year period, has welcome the scheme

The AHC says it will start with the certification of hydrogen produced through electrolysis, the GO Scheme will expand to cover other low-emissions products including green metals, low carbon liquid fuels and biomethane in the future.

Welcome step

CEO of the Australian Hydrogen Council Dr Fiona Simon says the work into its development was aimed at ensuring it is robust and meets the expectations of both industry and Australia’s trading partners.

“AHC is thrilled to see the Clean Energy Regulator open registrations for Australia’s hydrogen certification scheme today, signalling to industry, investors and international partners that we’re open for business with a robust methodology to certify low carbon products,” Simon said.

“Importantly, this certification scheme is aligned with global standards and has been informed by significant consultation that AHC has been proud to lead as part of our ongoing advocacy to build hydrogen capability in Australia to support sustainable fuel production and industrial decarbonisation.

Moving forward with certainty

“With the GO Scheme in hand, we can move forward with confidence as we focus on supporting the Australian Government’s Future Made in Australia agenda including the second round of Hydrogen Headstart, FMA Innovation Fund, Net Zero Fund and other programs. While also working with stakeholders to coordinate delivery of common user industrial infrastructure to support hydrogen projects.”

The Australian Hydrogen Council will make hydrogen policy a key focus, including the new Guarantee of Origin Scheme at the Asia Pacific Hydrogen Summit & Exhibition in Sydney on the 20-21 November 2025.
